I have seen and read in several places that when framing an exterior wall, the layers of studs are staggered to minimize thermal bridges. Like this:

But how is this done? Do you place the inner layer on its own sill or do you nail them into the outer sill and head plate? If on its own sill, how do you break the thermal bridge between the sills?

It seems like both options are being used. In AMA Hus 11 it states the following:
"Depending on the insulation requirement, the frame can be constructed with a common sill and staggered studs or with separate sills. Specify execution."

Otherwise, you're usually supposed to have one standing and then nail a horizontal board. My house wall looks like this: I have external paneling, sparse, exterior gypsum board, standing 195mm, then lying 45, plastic on that, then a standing 45, then chipboard and gypsum on that.
