I'm going to put up a new wall in an old apartment and plan to use wooden studs. But the floor and ceiling are concrete, and you read a lot about how wood and concrete don't go together. I can understand this in a regular house with a concrete slab where some moisture can still come from the surrounding ground. But does the same apply in an apartment with concrete from 1938?
 
you can lay a strip of age-resistant plastic under the floor joist

No, it doesn't apply if the apartment isn't on a ground slab. And it likely isn't in a house from 1938.
