Strange but everywhere you go and travel, you see fill materials everywhere! Talk about getting hurt...
Right now I'm looking for explosives rock, and on the way to work, there's a stockpile of explosives rock that will be used under the tracks for the Botniabanan.
I would only need 1 per mille (300 cubic meters) from that pile...

You can also try placing a classified ad + an ad on blocket stating that you will collect fill material for free. I've seen quite a few giveaways on blocket and in the newspaper. It shouldn't be hard to get hold of. The hardest part about the Botniabanan around here is probably finding people who can drive it for you
Talk to the municipality and the road authority. If they are working on something nearby, they might be quite happy to tip leftover material close to the worksite, which usually becomes free of charge.
