According to the picture, there's a small stump at an angle straight out from a longer basement wall. Can I remove it or somehow make it smaller?

If the boards in the ceiling go in the right direction, it probably doesn't hold up the joists.

It's impossible to have an opinion on this without knowing more, for example, if you post a drawing of the entire house. The only thing that can be said is that such a wall fragment is so impractical and pointless that it would hardly be there unless there was a good structural reason.
