I am wondering what you think about this. I would like to move a wall 1.5 meters to make the room a bit more spacious and use it as a family room/combined living room. (See attached images) The wall is not very thick, maybe 7 cm, but at the top of the ceiling there is a thick concrete beam.
Is it possible to put up a new wall and a new beam 1.5 meters away, then tear down the old wall and beam?
(I know that you need a building notification and approval from the association)

No, probably not.
Although you're not providing much information about the building, moving that beam would likely require significant modifications to the load-bearing structure.
Tearing/moving the thin wall underneath is probably not an issue. Some planning regarding electricity and possibly water/heating pipes is required, though.

Hard to see from the pictures, but my first reaction is that it's not a beam but a ventilation duct. Now, it might still be a problem to move it, but it will probably be easier than if it is a load-bearing beam.
