moisture in the timber!?

I am wondering what the maximum moisture level in the wood should be when starting the foundation construction?

By basic construction, do you mean wooden joists, wall studs, truss timber?
The moisture content of the wood is measured with a moisture meter that has two pins hammered in about 20mm into the wood. The meter measures the electrical resistance between the pins and gives the moisture content, which should be between 18-20%/MLj
