We plan to install quite a lot of paneling in our new house and realize that it's becoming difficult to get hold of the one we intended to install, namely Moelven's untreated pine panel. We have the option to buy paneling from a local planing mill, but the moisture content is 16% instead of the recommended 8%. We will stain the paneling before installing it on the walls and ceiling. The idea is for the groove to align. Should we buy from the local planing mill or wait until it's available from the larger manufacturers? What could happen?

Maybe an idea to buy pre-treated paneling?
Check out https://www.reftele.com/innepaneler.php?p=innepaneler for example.

In 2010, we did as you are planning, bought untreated paneling, white-waxed it ourselves, and put it up.
The quality of the surface treatment was so-so, as the autumn weather made it difficult to stand outside and treat it.
For the ceiling, we bought Södra Skogsägarna's pre-white-waxed paneling. It was quick to put up, and turned out much nicer!
