Looking from the outside, it is panel + battens as an air gap 28mm, then the frame 120 with insulation, then horizontal 45a plastic on the inside, and then standing 28mm with horizontal inner panel...

Why is it wet between the insulation and the wind barrier?

I heard a carpenter said it was nothing to worry about and that it dries? Since the zero-point is there, it gets moist there...

There is nothing to worry about, it is normal now at this time of year and if you have a wall construction like the one in the picture, the moisture will soon be ventilated away.
