I am in the process of expanding my house and will soon start working on the interior with insulation etc.

I have built my extension with a basement and am now wondering if I should install building plastic (age-resistant plastic) on the ceiling in the basement to prevent moisture from rising into the house?.

As it stands today, I probably won't have any heating on in the extension basement and will just use it as a construction site and storage, but it will probably be furnished in the future.
 
Generally, there is no need for plastic in the ceiling/floor joist if both spaces are heated to approximately the same temperature. However, today you should have plastic and remove it in the event of future room furnishing with heating.
