I have an untreated (looks like it may have been painted a long time ago if you look along the wall edges) concrete floor in my garage (which is not heated). When I've had, for example, paint cans standing for a long time, a slightly dark spot has formed under the can, it looks like it's damp, but I can't directly feel that it's damp. The spot usually disappears after a few days. I have now taped a small piece of plastic to the floor to see if any droplets or the like form.

My question is: does a concrete floor normally emit moisture, or should it not become damp under the plastic piece? Unfortunately, I don't know if it is a slab on grade or built with a crawl space foundation. The house and garage were built in the early '60s, and the house has a crawl space with concrete slabs. The house has vents around it, but the garage does not. You can't access under the garage if you go down under the house.

I am considering installing frost-resistant tiles in the garage, but if moisture comes from the floor, perhaps it's not a good idea?? Do I need to consider anything before laying tiles?
 
lay tiles with wide joints so that moisture can migrate out. Usually works if there is moderate moisture migration occurring through the concrete floor. Do not use a moisture barrier underneath.
I would be surprised if it gets dry under the plastic :)
