a huge difference between a form that is tight enough for viscous concrete and one that is watertight. Should suffice with the best recipe found on the back of a cement sack I think. Dad built some underwater parts for the summer cottage and it held
 
important to use freshwater for the concrete mix no matter what you do

what feels like a problem if water gets in (inevitable) will the concrete still collapse within the next few days - years?
 
No, I don't think it's a problem if the concrete starts to cure even if saltwater reaches the outside of the casting.

Edit: But I still think it would be best to wait until low tide next spring and then do the casting.
