I am going to install an insulated floor in the basement on the concrete slab that is cast on the ground. The plan is metal studs and air gap, foam board, subfloor, foam with moisture barrier, and wood parquet.

I choose wood parquet for comfort even though it is sensitive to moisture. But is there a subfloor made of non-organic material?

I can only find 22mm particle board as a subfloor. Can I use particle board as a subfloor and instead place the moisture barrier under the subfloor?

I am just at the beginning of this project and will first plan the construction method in general. I have not decided on any material at all and can adapt studs and subfloor to something suitable. I started looking at the type of subfloor.

The ceiling height from the concrete floor is 220cm. I am considering a construction height of 15cm, maximum 20cm, in total including the parquet floor.
 
You can install a nivell or granab floor that is ventilated if you are unsure about the moisture beneath the floor. And underfloor heating is also nice.. Then you don't have to worry about the moisture in the wood.

What I see is both subfloors are chipboard, so chipboard is likely the way to go, as I can't find anything else either. Underfloor heating is already ruled out due to installation cost or due to electricity cost if it's electric heating.
 
As long as the basement is dry, it will probably be fine without forced ventilation under the floor. In my house, there were wooden battens embedded in the concrete in the basement and on top of that oak parquet. This had been in place for 45 years without damage, but that doesn't mean everyone is as lucky.. If I were to lay a new floor, I would choose a ventilated one or tiles with underfloor heating.
