I'm going to frame a wall out in the storage area. The base is a cast concrete slab. The house is from '68 and there is probably no insulation under the slab. Is it sufficient to frame directly on the concrete, or should I put a strip of regular roofing felt under the frame?

Underlay felt should preferably be used, unless TS has roofing felt lying around and going to waste, it should be cheaper as well. If you absolutely must take a detour with roofing felt, make sure you have several layers to get some thickness.
