Building an outdoor kitchen with leca blocks that will later be plastered.

Can I let rebar protrude from a joint? Was thinking of using it as a hanger.

I think I've read that they can start to rust in the structure and risk cracking it. However, others seem to have done it this way.
 
The question is whether you want to hang something on rusty rebar.
I believe that for this use, there's no major risk in blowing up the masonry. But personally, I would use stainless instead.

Agree with the above. Rebar doesn't stop rusting. You might have noticed how your hands look after loading some iron at the hardware store. Blueprints that get discolored also happen when it rains.
 
Embed a piece of stainless rod and let it protrude instead.

Alternatively, a couple of pieces of threaded rod or a pair of screws with the head facing inward so you can attach any suspension device later.
