I am going to build a wall with these wall blocks, but I'm a bit confused about how these blocks should fit together.

As you can see in the picture, a hole is formed on every other stone. Is it intended that one should fill these with mortar instead of applying butt joints?

What you have bought is an end block, i.e., the last block in the row against, for example, a door opening or similar. The blocks you should have bought have both tongue and groove.
 
They refer to Weber's product sheet at the link you mention, and Weber has these blocks. To be able to mortar without butt joints, you need blocks that interlock with each other; otherwise, you have to mortar with other products. The blocks you have purchased are at least wrong for anything other than using as end blocks.
