In an exact measurement it is 3.6m. Would 195mm work otherwise I have to chisel away concrete or make notches in the joist.

Checked Träguiden.se and it seems that you might have difficulty with the intended dimension.
The arrangement, 100mm is not much for the joists, which can tend to flex on the short setup. But it is certainly possible with sturdy angles on both sides of the joist. Cross-bracing is a solution to make the floor rigid and without flex if 195X45 is the limit of what fits.
