I have a floor that needs to be raised and ventilated. To avoid building too much height and to accommodate the ventilation, I was thinking of using 45x45 (similar to Nivell). I'm having trouble finding 45x45 joists that are C24 graded; will C14 work with close support plates/shims (c/c 350)?

If it will work or not, I don't know, but do I understand you correctly, that you are going to have a wooden beam against the slab? Isn't the point to move away from that?
Nivell can build as little as 15 mm so from that perspective, it's also a questionable reason. However, your solution might be cheaper.
Another thought that spontaneously strikes me is whether you get good airflow with entire beams lying against the slab and subfloor.

If it can help your solution, you can first lay a layer of plastic garage/balcony flooring, which will give you your air gap that you can then ventilate. Then you can lay parquet or any surface layer of your choice, and you have a construction that builds minimally in height.
