Didn't see a pipe directly connected to this. Worth mentioning though that the wall continues down almost two meters, so this is basically at ceiling height in the basement. Just to the left of the picture is the corner of the house, and then a garage doorP PatrikBL said:

That's a sign that the concrete wall below ground is saturated with moisture.
A bare concrete wall down there doesn't create the same problem with a damp wall as it can breathe out the moisture, but as soon as you paint the wall or apply a waterproofing layer from the inside, it's important that it's drained so no moisture can come from the outside.
So the remedy depends on what you intend to use the space for.
