Hello!
I dug around the house a bit to take a look. About 10cm down, I encountered some kind of casting that even had asphalt(?) applied to it.
Is it something that was done to keep water away from the wall?

Yes, it looks like they have cast a "link slab" around the house to drain water away from the foundation.
Should there also be a drainage pipe together with it?

Didn't see a pipe directly connected to this. Worth mentioning though that the wall continues down almost two meters, so this is basically at ceiling height in the basement. Just to the left of the picture is the corner of the house, and then a garage door

Probably it's to handle surface water, the water pressure lower down is not significantly affected by that solution with a very short link plate just below ground level.

It might be worth finding out if there is drainage further down.

Do you have problems with moisture down there?
Paint on walls peeling?
That's a sign that the concrete wall below ground is saturated with moisture.
A bare concrete wall down there doesn't create the same problem with a damp wall as it can breathe out the moisture, but as soon as you paint the wall or apply a waterproofing layer from the inside, it's important that it's drained so no moisture can come from the outside.
So the remedy depends on what you intend to use the space for.
