Regardless of where I buy lumber, it never is anywhere near 15%. Normally, it's 18-20% at what you find in building markets. Is it because it's stored outdoors (under a roof) and that it needs to be stored indoors to get down to 15%?

Outdoors, the annual average is about 85%, which corresponds to about an 18-20% moisture content, I believe. If you bring the timber indoors, it will dry (and change shape)
