Interior wall

I'm going to put up an interior wall. The wall I want to attach the stud to is just chipboard and then a vapor barrier. I don't want to puncture the vapor barrier. Is it sufficient to attach one outer stud only to the chipboard?

Yes, definitely, but also glue the regeln to the chipboard with adhesive like superfix.
