if you want paneling, painted råspont type, in any room in the upcoming new build, do you exclude the plasterboards then? Or should you attach the paneling on top of the plasterboard? We probably want a living room with panel walls/ceiling (we think..)

You can disregard the plaster.
Either you make sure to stud the wall so you have horizontal studs to nail the panel into at cc60, or you do as we did here and attach an OSB board to the studs and nail the panel into that. I don't know which option is "best," both probably work excellently.

okay, if I make sure the carpenters building our stick-built house skip drywalling the walls that will have paneling, I can put up the OSB boards myself. However, it might get tricky for the electrician, he prefers to finish his work as quickly as possible... but the carpenters can install OSB where the electrical boxes will be mounted... then it should be a simple matter to extend the screw for the boxes afterward since the paneling doesn't add much thickness when nailed directly into OSB?
Is OSB much more expensive than 13mm drywall?

But tell the carpenters to frame as usual and then install horizontal cross braces at cc60 between all the studs. Then it’s ready for you to nail the paneling later.
