While the moisture-damaged plaster was being scraped off the basement walls (foundation wall) in our house from 1929, we found wooden spacers in cavities between the bricks. Does anyone know the purpose of these? Could it have been to allow for nailing interior wall coverings or something similar?

Doesn't sound entirely implausible.
There were some built-in wooden pieces in a brick basement wall in a house from '47. They were located in a doorway and were meant to attach the door frame to. The wooden pieces were "conical" so they couldn't be pulled out of the wall.
