I have built a turnkey house with a house company and chose insulated interior walls, but I've found it to be quite noisy between rooms after moving in. When I drilled into an interior wall to mount a TV and speakers, I discovered that there's only 45mm of insulation in the walls, so there's a lot of air and space between the wall and the insulation. I pointed this out to the construction manager, but he said that this is how they insulate interior walls to make room for wiring. Is this correct? I think it would dampen more if the whole wall were filled with insulation?
 
That's probably how he does it, not one.
I also chose to add insulation to the walls in my turnkey, and it's definitely not 45mm here.

Yes, it doesn't seem to be wrong with 45mm as I first thought.
 
Less insulation in the interior wall than it is built for is used for soundproofing purposes. It is important that the insulation lacks contact with both sides.
