Setting up a subfloor frame (like Subfloor, Nivell, or Granab), and I've started with what's known as Nivell insulation available from Rockwool and others ("GOLVSYSTEMSKIVA ROCKWOOL"), with grooved particleboard on top of it.

However, I've become confused as I was advised to avoid particleboard with plates and instead look at products like Flooré's package with grooved XPS/foam board with foil on the top. This puts the insulation on top of the particleboard, and I'm a bit uncertain about it.

Has anyone had similar thoughts and managed to find a good solution?

I would prefer an initial installation of the top floor with, for example, laminate flooring so that I can later replace it and switch to tiles.

I'm also wondering if foam board is a concern when used as insulation in floors in terms of fire safety? I see that several recommend it, though.
