I am planning to build a pump house that I want to keep frost-free (or at least with a small frost guard). I plan to build the walls with masonry and insulate them with foam plastic while leaving the ground uninsulated to get heat from there in the winter.

There are three options for insulation:

1, 9 cm LecaBlock + 10 cm foam plastic + 9 cm LecaBlock
2, 19 cm LecaBlock + 10 cm foam plastic on the outside + Plaster
3, Plaster + 10 cm foam plastic on the inside + 19 cm LecaBlock

The question is, which is best? Or does it not make much difference?

It will be a small building, 2x2 meters, and the interior ceiling height will be maybe a maximum of 2 meters.
 
Option 1 or 2.
It depends on the mechanical stresses the wall needs to withstand on the outside. For example, if you need to use a grass trimmer against the wall, or if animals can approach, or larger branches scrape against or fall/blow down onto it, etc.

Option 3 is generally not good from a moisture perspective. Insulation on the inside of walls should always be avoided.
