I am going to insert the following metal disc valve into an existing hole (house from the 60s with a basement wall made of concrete hollow blocks). Is it feasible to use an appropriate amount of masonry and plaster mortar B and press the frame into the hole? Or what is the usual method?

Maybe some construction adhesive, like PL600/800.
 
There is a flange on the back, so I think it should be possible to attach the frame with mortar. It's not a perfect fit, so it might get messy with glue, but maybe it will work.
 
Someone must have bricked in a similar vent or am I the first one? ;)
 
No, you're not the first. Just brick it in.
