In what order do you lay tar paper and metal at the eaves

Have placed underlayment on the entire roof.
I had nailed the roof felt and I pulled the nails out again...

Why did you remove the roof felt?

Why did you remove the surface felt?

Because the rain had run underneath, and the underlay felt was wet. Now everything has dried, and I've put on the surface felt again and nailed it in the exact same holes. The moisture issue under the sheet apparently had to do with the leak because now it's dry. I hope it stays that way. Thanks for your help!
