We have painted our staircase white, and now the gaps between the steps are very visible. This, combined with the drafts through these gaps in the winter (cold basement), makes me want to seal the gaps. What should I use as a sealant? White silicone?
 
Silicone is not paintable, so go with latex sealant or similar. Use a backer rod for larger gaps to avoid wasting the sealant.
 
They are small gaps.

But can you apply the latex sealant after painting or should you paint over it?
 
You should preferably paint over the fog. Otherwise, the fog has a slightly sticky surface that tends to attract dirt.
