We have just bought a house and are renovating it fully. We are not knowledgeable at all but are eager to learn. The previous owners laid flooring on the entire upper floor without removing the previous baseboards. The baseboard is therefore at the same level as the flooring underneath. To hide the seam between the floor and the baseboard, they added quarter round. The quarter round and the baseboard are also in different colors. In my opinion, it's really ugly. Do you have any tips on how we can make it look nice? The only idea I've come up with is to paint both in the same color to create some form of unity. Do you have any other tips on how we can make it look better? Unfortunately, I don't have better pictures at the moment but can arrange some on Sunday or Monday.

Sanding and painting as you are considering is probably the solution.
An alternative is to find new deep moldings that cover the gap, but they most likely need to be quite deep and might not fit the overall look.
