It's called a surform.
It is indispensable when you need to bevel edges before puttying. (in edges that do not have the built-in beveling.)
 
Oh, do you use rasp, surform, talmeter, and blade runner and stuff??
I cut everything with the utility knife... never been any problems... :D

Utility knife, folding rule (for stiffness), and rasp... simple and effective with excellent results.
I used to cut everything with the utility knife, but got tired of it gumming up after a little carving. I tried using pencil (graphite) to keep it clean but nope. Cutting with a utility knife, snapping and rasping is the fastest and best in the long run, in my opinion.

same here, folding rule and utility knife. Surform only when you've taken off too little or the edge has become too uneven. (tricky to cut 3-4cm lengthwise without it getting a bit uneven.) and when chamfering joints.
