I am renovating stairs. New stair treads of 8mm oak are to be glued as the top layer. The top step is problematic.

-The stringer is higher and in this case I want to place the stair tread on the stringer. It therefore needs to be sanded/routed/sawn down about 3mm.
-The stair tread is sloping. I would like to plane/sand it to make it horizontal.

I do not want to raise the lower surfaces. It is the low surfaces that allow me to connect to the adjacent parquet at the correct level.

My question: how do I best sand/route/saw this to a smooth and more horizontal surface?

Plane or belt sander, perhaps. If you can access it?
It might also work with a Japanese saw/chisel on certain parts if it sticks up.
