The previous owners of the house had issues with moisture in the crawl space, so they opened a bunch of large holes to increase ventilation. I don't know if that helped or not, but I've bought a dehumidifier to place down there instead and therefore want to seal and close all the holes. (I've cleaned out and placed building plastic in the crawl space).

I was thinking of sealing the vents with foam board and foam sealant, unless someone has a better suggestion?

But what should I use to seal these large holes? Lecablock? What type of mortar should be used for this? I've never done any work like this before.

Might end with plastering on the outside with the bricks or masonry mortar. Check with a builder if you're unsure which mortar you should use.
I would also install smaller ventilation pipes with a grille so that air can flow in and out. Air circulation in a crawlspace is good.
Then you might leave one hatch in place and tidy it up so you can go down into the foundation and inspect occasionally if there isn't a way to do so from the inside.

I would recommend dry concrete (coarse concrete) or mortar C.
