I would say that the ceiling height is about 220 cm
Aha okay, yes, then that is also a factor in the context. Better than 2.10 anyway as it is in many basements, which is the minimum ceiling height according to building regulations for living spaces where one stays temporarily. Otherwise, it is formally 2.30 that applies for living rooms.

It was a carpet that was glued onto something like hardboard. Under the hardboard was a plastic film, followed by 10 cm of packed sand.
The plastic film has protected the floor from moisture damage due to ground moisture.

You can see in the sand that there is a bit of moisture in some places.
This indicates that there is ground moisture/moisture migration through the concrete slab to consider.

Are you going to lay tiles directly on the base plate or will you put something else down first?
So, if you're laying tiles, are you going to do it without underfloor heating and will you lay directly on the base plate? For information, I've transported all the sand away from the "gillestugan" now 🙃😀

Does it work to replace 10 cm of sand with 10 cm of insulation, such as cellular plastic, mill in grooves for underfloor heating, and finish with subfloor panels and tiles?

I didn't think you could lay insulation on an existing slab because it's classified as a "risk construction"?
