I'm building a railing on a balcony and will have 70x70 posts

I need to notch them to attach two horizontal 45x70 pieces that will hold the posts together.

How much can you notch a 70x70 post without it becoming too weak to use as a balcony railing post? Can I take out 25 mm? 45mm?

Do I need to change to a 90x90 post? - and if so, can I take out 45 mm?

Attached image shows the principle of the balcony railing with the difference that I now have a notched 45x70 beam across instead of 28x95 and 28x120

I have the same question for my patio and want to raise this thread :-)
The highest height from the ground is about 1.5 meters, and I want it to be safe enough not to give way.
I was thinking maybe 70x70 posts and notching 45 mm to meet a joist of 45x195.
Is this construction too weak, and should I instead go for a post size of 90x90?
