I have never seen such a panel that is cut in the middle. How is it used and what is the purpose of the cut?

It is purely aesthetic, plus it's quicker to install one board compared to two of the same width.
 
Okay, so you don't need to put battens on then? I guess it's standing panel? Does anyone know what this might cost per linear meter? :)

I think we can assume that TS is referring to lockläckt and not spikläkt, which is probably what @Nyfniken is referring to :)

I don't think that's very suitable!
Both in the tongue and groove and the middle groove, there will be horizontal surfaces where rainwater will stand, eventually causing algae and mold growth and rot.
If you want horizontal paneling, I suggest you choose a facade and skip the middle groove.
