Hello
I am renovating my bathroom and currently have it completely open up to the ceiling.
The only thing left are the rafters.
My plan is to lower the ceiling by about 100mm and the final interior ceiling will be beadboard.

What is the easiest way to build the ceiling? I can access the insulation from above where I currently have an unfinished attic.

I see 2 ways:

1: Install 45X95 on the existing rafters and on 2 of the walls, then attach some planks across the rafters to nail the beadboard into.

2: Install 45x95 across the rafters and nail the beadboard directly into the beams. It's a bit harder to insulate this way...

Which method is preferred? Or am I completely off track and should build it in a different way?

45x70 on the trusses, vapor barrier, and then 28x70 is what I would have used. Then you get a proper air gap and something to nail into, while also making insulation easier (and with fewer thermal bridges).

It's a good suggestion, what do I do with the spotlights? Is a vapor barrier necessary even if I use bathroom paint on the panel?
I don't like plastic in the house...
Before I tore it down, the insulation lay directly on the tongue and groove ceiling... but it was built in 1964, so it has probably changed... that's why I'm asking...
 
For the recessed lights, you probably just attach pots that are fastened to the 28x70 lumber, or were you planning to build drywall boxes for the recessed lights?
