Can someone explain?

I guess you first have to dig out the ground so it stands steadily? What do you put in the ground? Do you just build from the dug hole and upwards?

No, some form of foundation is necessary. What is needed depends on the nature of the soil and what the pillar is supposed to support.

Ok, but do you mean that you should cast a column and then build around it with bricks?
 
It depends on whether you want a decorative column or if it is intended to carry some type of load.
