The neighbor's property slopes down towards my land and the drainage comes to the surface about 10m from my boundary. How close to a property boundary can you place an infiltration system?

I don't quite understand what you mean by "drain only without a well" and "the drain is exposed." Do you mean that there is a pipe on the ground so that the wastewater is exposed? In that case, it is definitely not allowed, and it's time for the neighbor to install a proper drainage system. If the municipal environmental board becomes aware of this, they must act to address it.

Regarding infiltration systems, they can be installed close to the property line or even on your land if you agree on it. However, the recommendation is not to install infiltration beds closer than 4-5 meters from the property line. But the property line is less important than the distance to, for example, wells and ditches or other things that can be negatively affected by the contamination or composition of the wastewater.
 
There must be a well if it's a regular sewer. Otherwise, it might be stormwater.

Hi!
I understand that it may not be easy to visualize this sewage construction, but it is simply a sewage system with cement pipes for dishwater and similar in a cement pipe buried a bit in the ground, and it surfaces about 10 meters from my property boundary. I don't want a filtration system on my land if I can avoid it, and there is plenty of room on the neighbor’s property. I don't even know if the owner has noted the status of the sewage system because it is a summer resident from another country. I was just wondering about the distance to the property boundary with regard to what applies to the construction of buildings. The idea on my part is to be prepared when it becomes relevant… I’m planning to encourage the neighbor to arrange a legal sewage system.

If it's just dishwater, it's not that bad. But I assume it's shower, laundry etc., but not toilet.. Then the neighbor should definitely establish a greywater infiltration with a septic tank. If you can't come to an agreement, contact the municipality.

If it's also sewage from a toilet, then I would call the municipality immediately.
