How to lay tiles on a vinyl floor in a small guest toilet, is this okay? What kind of adhesive or fix should be used, is a waterproof membrane needed on top of the vinyl floor, would appreciate good tips.

You don't do it like that, remove it and then you have to make sure the floor has the correct load-bearing capacity (flytspackel), then put foil with upturn against the wall. If it's a concrete floor, slightly different rules apply.
