It should probably be the simplest option, as you suggest, to hang it on the existing privacy screen. If you think the end board is too weak, you can attach an extra brace to the end board as a "post" for the gate. Next to the hedge, you probably need to set up your own post, otherwise it might become rickety
In some cases, a ground lock might suffice instead of a post (like a metal rod that goes down into a hole in the concrete slab, but it becomes trickier to open/close then... but you can make the metal rod high enough to reach the top edge of the gate 
have a self-closing gate and a strike plate of some kind on the outside at ground level on the hedge side. That way it's easy to get in, just open inward, but the dog can't push the gate open from the inside.
