Front door that "falls" outward

Hello

my front door opens outward but has no resistance at all, so to speak. Outside, the ground, which is a bit hilly, stops the moving door and it's unsustainable. It's also very heavy, and this makes me afraid that it will break at the hinges.

Where do I tighten without having to remove the door, and question two: where do I place my new weatherstrip (and in which direction) for maximum sealing?
