I am working on covering the pipes in the basement (water-based radiators in the house). They are located in the ceiling next to the wall, so I thought I would cover them by installing a frame and putting up drywall.
Now I'm a bit worried about screwing the frames into the ceiling. What if there are water pipes above the ceiling that I might accidentally screw through when securing the frames? So I'm wondering if it would be possible to glue the frames to the ceiling instead? Would it hold?

What are you going to glue in?? Some kind of board? Maybe it's just me not keeping up, but if you're gluing in a drywall, it will hold, but not stronger than the paper is attached to the plaster itself. Can't you measure out the studs and screw it in?? If you're going to cover it up, you might as well open it up a bit and take a look, since it's going to be covered anyway.

Well, it's the rule I'm attaching to the ceiling that I'm wondering if it can be glued.

Of course, I will have inspection hatches where needed.
But on the other hand, one could do as you said and make a hole to inspect if there are any pipes right there.
I don't know what the material in the ceiling is called, but it's quite thin and impossible to screw into, always needs pre-drilling.

It's not like you have eternit in the ceiling, it's quite thin and useless to try to screw into. It almost sounds like it, I would recommend wearing a mask if you're going to start clearing it.
Since the pipes are run under the ceiling, it sounds a bit strange if they were above a drop ceiling too, though not impossible. If it's eternit, I would probably smack a hole with a hammer instead of sawing, there will be less dust from that and as usual, it's the dust that's dangerous, not the panel itself.
But even the drop ceiling panel is attached to something, find where that is and place your beams across the ones you find so you can screw them up. Hope you follow what I mean.

It shouldn't be a problem, but you never know how they've run the pipes up to the floor above 
Yes, I understood what you meant and it sounds like a good idea. You could start from where they've nailed down the tiles, it would be very strange if any pipes ran there.
