I live in a townhouse. There is a hatch to an attic space where there are joists with wood shavings loosely lying between them. House built in 1954.
I have an idea to lay planks on the joists and thus create a simple floor so we can start storing things up there.
So; can/should I lay planks on top of the wood shavings?

Keep in mind that it can easily become large weights that the wind is not made for. And how does it look against neighbors? Fire cells between house parts or completely open? You might not want to store things that neighbors can access.

Floorboards on top of the attic ceiling beams are not a problem. Determining what load they can bear is easy if the span and dimensions are known.
