We have just started building our house and now have our first conflict with the house seller. We are building a 2-story house with a basement, and according to the building permit, we must fill around the basement.
We were planning to do this ourselves when the house is finished, as well as build a wooden deck around the house.

Now we are in a situation where the seller says that it is a condition for the carpenter that we fill around the basement or build a wooden deck around the house before the house frame is in place, so the carpenters have somewhere to stand. We argue that the carpenter can use scaffolding, but according to the seller, we will have to cover this.

Does anyone know what applies?
According to the housing company's administrative regulations, the contractor is obliged to acquaint themselves with all conditions that may affect bidding, and temporary constructions like scaffolding are the carpenter's responsibility. Now it seems that does not apply since according to the building permit, it should be filled around the house. Grateful if anyone has knowledge on how we should proceed! According to our Construction Manager, we should stand our ground, but it's really difficult when we now realize this could become a somewhat heated conflict.
