The question has surely been asked multiple times on the forum, but I haven't really found exactly what I'm looking for.

I will be moving into a residence where all the walls are to be constructed with the following:
- 13 mm plasterboard
- 12 mm plywood
- steel studs

and the ceiling constructed with the following:
- 2x13 mm plasterboard

Of course, various items will be hung on the walls.
Everything from a TV, lighter shelves, mirror, small pictures, closet shelving systems with wall brackets, etc.

In the ceiling, lights and curtain tracks will be hung.

What practice should be followed for fastening?

Lighter (picture, etc.): X-hook/plasterboard hook or nail
Medium (single shelf/mirror): Screw
Heavier (TV, shelving system): Screw or cavity fixing (e.g., Fischer DuoHM or double board expander)
Ceiling: Some type of cavity anchor or expander

And if using screws, what type of screw, wood screw??
Also, if a steel stud is at the fastening point, can you get through it with a wood screw?

Wood screw. Absolutely no plug.

Fully threaded or partially threaded?

Depends on what you are going to screw in. And the threads must, of course, grip the plywood. The threads should move freely in the piece you are attaching, i.e., you need to pre-drill a clearance hole. For example, 4.5-5 mm for a 4.5 mm screw.
