I am in the process of fixing my condominium for sale, and probably the biggest problem is the ceiling in one of the bedrooms. The house is from 1905 but was partially renovated around 1980, when some people thought it was a good idea to demolish old stucco and install a drop ceiling.

What has happened is that old ceiling material has fallen and is pressing against the drop ceiling (I don't know what the material is, but during a fire in another apartment a few years ago, it was found to be a material that melts). It sags significantly, and you can see pieces pressing against the material. My question is whether it would be possible to cut an X in the drop ceiling where the stucco or whatever it is located, empty it out, and then repair the cuts with, for example, fiberglass fabric and latex caulk and paint over it? It could be quite expensive both in terms of cost and labor to take everything down and make a new ceiling, not to mention restoring the old one inside that apparently is not in great shape, so I want to see if there are more affordable ways to get rid of the problem.
 
no you can't cut open tensioned ceilings. That would defeat the whole purpose and it will hang anyway......
Then it also depends on what material it is. Large ceilings were first tensioned with jute fabric and then glued paper on. Such a ceiling might be possible to loosen (and then put back) along a long edge and maybe get the mess out.

If it is a barakudatak (plastic) Flammable as hell then it's totally done with any repair or removing anything from the top, and a new one must be put in place. Tear it down and install panels in the ceiling, quickest and cheapest.
