Apparently, there is a fabric with some color that definitely does not let anything through.
I was thinking instead of tearing it down and then setting up a type of wall with planks/boards with some space between them, if you know what I mean. These are usually the ones built in many TV shows.
Can you then just set up metal studs and then planks/boards on the outside and everything is fine?
 
What you can have closest to a basement outer wall depends on how much moisture it emits. It depends on soil conditions, drainage, and whether it is insulated externally.
Generally, it is advised against insulating internally more than 50mm, but a plank wall with an intermediate air gap should not generate any problems if conditions are okay.
