I searched a bit on the forum but didn't really get clarity.

I'm thinking of buying a lovely little house of 50 sqm without electricity, water, or sewage. I want to expand with about 100 square meters in one direction and 50 sqm in the other in stages.

Is this considered an extension so the ROT deduction can be used?

I plan to connect with the other house, but I will remove its roof and get the same type of roof. This should still be considered an extension?

What happens if, in two years, I've come so far and realize that I'm tearing down outer walls on the old house to get the same panel and tearing down interior walls = almost nothing is left? Without the extension, it became almost a new construction? What would the municipality/tax agency think about that? You never know what kind of trouble you might find in old houses. If the wood is rotten or if the beams are infested with pests.

In my opinion, it sounds likely that you can take advantage of the deduction. As long as you have a building on the property that has a tax year, and it's for the renovation or extension of that building you are applying for a building permit, it would be strange if you couldn't get the deduction for it.
Once you've done what you describe, you will likely have exceeded the maximum deduction of 50,000 SEK 10-20 times at least ;)
