I will extend electricity from the shed and have pulled through the sill from inside/out. When I removed the board on the inside, I discovered remnants suggesting that mice had entered through the main line (electricity) but didn't get further because the space is bounded by studs and the electrical cabinet.

The question is how best to seal this; foam sealant, silicone, or?

There are sealants against mice, like stainless steel wool, but around electrical wires, you should probably use a sealant specifically made for that purpose (it doesn't harden, which makes the mice not want to gnaw on it). I think you can find information on Stick.se
