Going to install the electricity in the garage now. Planning to have 11mm OSB + 13mm plasterboard... The electrical boxes are probably made either for single plasterboard (13mm) or double plasterboard (26mm)... I've never worked with electricity but how do you solve this?

Do they have to sit exactly flush with the finished wall, or is it better to set them back a few mm?

VP-2 boxes with an adjustable ring are the solution to your problem and a damn good box. Choose one with a ring adjustable between 13-26mm.
A cheaper alternative is Étman, which is somewhat Chinese-made, but pretty OK anyway. There is Étman engraved in the plastic on the bottom, inside. I bought mine from Biltema, chose the one for single drywall. I have installed about 100 of them in the house. Then I screwed the ring up about 9-10mm after the drywall has been placed on the OSB, so it lies just below the surface. It's possibly a bit tight if the ring handles 13+13mm, so if you have double drywall, you take the double drywall box.
